Reform Fund Linked to the
Inclusion of Roma and other Vulnerable Groups
On September 7, 2010, a Framework Agreement between the Swiss Federal Council and the Government of Romania concerning the implementation of the Swiss-Romanian Cooperation Programme to reduce economic and social disparities within the enlarged European Union was signed in Berne.
In Annex 4 of this Agreement, the “Thematic Fund for the Inclusion of Roma and other Vulnerable Groups” with a total budget of 14 million CHF is being introduced. In the respective Thematic Fund Agreement (TFA) between SDC and the Ministry of Finance respectively, the Management Document for the Roma Inclusion Fund, which is an annex and therefore part of the TFA, the operational set-up for the implementation of this Thematic Fund is defined in detail.
The objectives of the Roma Inclusion Fund are to support Romania in promoting social inclusion and participation in socio-economic life of the Roma and other Vulnerable Groups. The main priority areas on which Line 1 focuses are education and health. Line 2 is committed to contribute to the economic empowerment of the targeted beneficiaries of the fund.
A Romanian Programme Management Unit (PMU) has been set up to function at the premises of the Romanian Department for Interethnic Relations (DIR). The Swiss Contribution Office (SCO) and DIR jointly oversee the activity of PMU. The final overall supervision and approval of documentation is done by the Swiss Agency for Development and Cooperation (SDC).The PMU is in charge of the overall management and monitoring of the Thematic Fund.
