The Framework Agreement is the document containing the strategic planning elements of the Swiss Financial Contribution’s implementation for European Union unity. The Framework Agreement is establishing the objectives of the financial contribution, its amount, form and concrete ways to use the financial support, as well as the key provisions of its implementation. The document includes the agreement itself and 5 annexes, integral part of this.
Annex 1 contains the principles on which the bilateral cooperation is based, describes the main strategic directions of the Contribution implementation and specifies its thematic focus, including the related indicative financial allocations.
Annex 2 defines the rules and procedures for the overall the Swiss-Romanian Cooperation Programme and describes the responsabilities and tasks of the actors involved.
Annex 3 defines the rules and procedures for Projects, within the temathic focus areas 4-7, defined in Annex 1.
Annex 4 defines the rules and procedures for Thematic Funds, as well as the responsabilities and tasks of the actors involved.
Annex 5 defines the rules and procedures for the Project Preparation Facility and the Technical Assistance Fund.
